This is the revised logframe from the contract with the European Commission. This document has to be used for the monitoring and evaluation of EMWIS Phase II by the Technical Unit and the NFPs.

Following the comments received on the fist version dated 2006-11-30, the logframe has been simplifed to fit with the initial objectives of EMWIS Phase II:
Overall EMWIS objectives: Improved regional water policy and cooperation
Purpose of the phase II: To capitalise experiences in Euro-Mediterranean countries and support their exchanges
Expected results
     A. Increased accessibility and availability of water information
    B. improved Sharing of information at regional and national levels

File Monitoring table of EMWIS phase II logframe
This table provides values for the logframe indicators since the launch of EMWIS Phase II (Dec’03) on a yearly basis (2004, 2005 and 2006). Most of the indicators have been fulfilled, but information is missing on the following indicators:
  • A2: of users satisfied based on the results of surveys carried out by NFPs at the national level and EMWIS Technical Unit at the regional level. Algeria, Jordan, Cyprus and Morocco have planned such survey in 2007 (to be validated by NFPs)
  • A4: Yearly numbers of visits recorded for each site. Today the indicator provided is only related to the visits to EMWIS TU websites. EC experts are requiring statistics on NFP websites. We have provided the statistics of the NFP websites hosted by the TU: Cyprus, Malta, Israel, Jordan and Palestine). As far as possible we would like to get this indicator for 2004, 2005 and 2006 (if you provide us with the log files of your website, we will be able to generate the statistics in a coherent manner using our weblog analyser software: WebTrends)
  • B1: Percentage of institutions that have provided information to NFPs
  • B2: Number of NWIS plans developed by the MPC countries after the feasibility study carried-out in 2005 and presented at the Algiers seminar in June 2006.
