Project The Fara'a and Jerash Integrated Watershed Management


- The Jordan Valley and its tributaries, the Wadi Al-Fara’ a area in the Nablus district on the West Bank,and the Wadi Zerqa Jerash area on the East Bank escarpment in Jordan, are the most potential areas of agricultural development of the Palestinian territories and Jordan.
 
- However, weak management and severe deterioration of the water resources of the Jordan River Basin are foreseen unless appropriate measures are not taken.The threats are due to overexploitation of resources (especially groundwater resources), land tenure, insufficient
regulations and other measures concerning land and water use and political instability.

-Both the Palestinian Authority and the Jordanian Government have recently established Ministries for Environment: the environmental Quality Authority (EQA) and the Ministry of Environment (MoEnv) respectively. These Ministries have developed environmental policies and national environmental strategies, but they are lacking practical action plans to support the implementation. The Ministries have limited experience in implementing activities to improve the environment and thereby the living conditions of the population.

-The Fara’a and Jerash integrated watershed management project aims at providing the governments with tools and methodologies for selection and implementation effective of sustainable interventions. The tools and methodologies will be described in Short and Medium Term Integrated Watershed Management Plans, which will be produced by the project and are expected to be executed soon after realisation of the project.

Objectives -The overall project objective is to create sustainable development conditions for the rural population in the project area. An effective way to approach the environment related problems is to operate geographically at watershed level and to find solutions through an integrated way of working.

-The project’s approach to improve the living conditions of the rural population will be described in an Integrated Watershed Management Plan, which can be implemented by decision makers to guarantee more sustainable interventions.

-Specific Objectives:

    - To implement sustainable interventions, pilot projects, in the watersheds.The interventions will have impact on the environmental and physical situation of the watershed and they will improve the living conditions of the target group from a socio-economic point of view.
 
    - The selection and the number of the pilots may differ in the watersheds and depend on the results of the problems analysis and selection criteria. Selection will be carried out in consultation with the local stakeholders. A Public Awareness Campaign will be part of the implementation program. Examples of possible interventions are small wastewater treatment plants, rainwater harvesting, improved irrigation methods, improvement of solid waste dumpsites, establishment of a water users association, improved water regulations etc.

    - To elaborate Short and Medium Term Integrated Watershed Management Plans for Fara’a and Jerash.The plans will be based on experiences and information collected from the pilot areas. The approach and methods will be replicable in other watersheds.

    - The practical part of the two Integrated Watershed Management Plans may differ as they depend on the priorities of the national Strategic Plans and specific environmental and institutional problems in the countries.
Results -By February 2005 the following outcomes have been delivered:
    * Project architecture is set in both countries
    * Baseline studies are completed
-Pilot sites have been selected in Fara’a and the selection is about to be completed in Jerash.

  • Environmental Quality Authority EQA
    - The main executing agency of the project is the EQA of the Palestinian Authority, MoENV is the counterpart in Jordan. Both parties are receiving international technical assistance from the Netherlands Engineering Consultants Foundation (NEDECO), which is also responsible for the overall management and coordination between the partners. The United Nations University (UNU) will make available a network of experts from the universities located in the region.
    - The project is co-funded by the Netherlands, UNU and the participating governments.
