2nd Stakeholder Workshop of PAWA project

The second workshop of the project "PAWA - Pilot Arno Water Accounts" dedicated to the application of the water balance system SEEA-Water to the Arno River basin.

The System of Environmental- Economic Accounting for Water developed by the United Nations is destined to become the standard reference for European assessments that will give the European Commission information on the impact of existing and future pressures will have on water resources.

The workshop covers in particular the management and organization of data on withdrawals and refunds of water and includes a session of "training exercise" to illustrate and test data management system standard proposed on the basis of data collected by local operators ( Publiacqua, New Waters, Waters SpA) and from the provinces present in the study areas of the basin (for agricultural and industrial uses): the aim is to highlight features, characteristics, flaws or shortcomings of this reporting system.

The experimental application of the standards of the SEEA-Water System in the Arno basin will allow us to get ahead of an actual representation of the water balance and how its evolution will impact on the definition of the Management Plan and, specifically, the measures to be taken in accordance with the objectives of the Water Framework Directive 2000/60/EC of the Blueprint to safeguard Europe's waters.

The workshop is part of the activities planned by the European project PAWA (http://pawa.emwis.net/ - http://www.isprambiente.gov.it/it/progetti/pawa), with the participation of 'ISPRA (leader), Arno River Basin Authority and the International Organization SEMIDE / EMWIS.

Si terrà a Firenze, presso l’Autorità di Bacino del Fiume Arno, il secondo Workshop del progetto “PAWA — Pilot Arno Water Accounts” dedicato all’applicazione al bacino del Fiume Arno del sistema di bilancio idrico SEEA-Water – System of Environmental-Economic Accounting for Waterelaborato dalle Nazioni Unite, e destinato a diventare lo standard di riferimento europeo per le valutazioni che la Commissione Europea darà sull'impatto che le pressioni esistenti e future potranno avere sulla risorsa idrica.

Il Workshop riguarda in particolare la gestione e l'organizzazione dei dati relativi a prelievi e restituzioni di acqua e prevede una sessione di “exercise training” per illustrare e testare il sistema di gestione dati standard proposto, sulla base dei dati raccolti dai gestori locali (Publiacqua, Nuove Acque, Acque SpA) e dalle provincie presenti nelle aree di studio del bacino (per gli usi agricoli e industriali): lo scopo è quello di mettere in evidenza caratteristiche, peculiarità, difetti o carenze di questo sistema di rendicontazione.

L’applicazione sperimentale degli standard del Sistema SEEA-Water al bacino dell'Arno consentirà di avere in anticipo una rappresentazione reale del bilancio idrico e di come la sua evoluzione impatterà sulla definizione del Piano di Gestione e, specificatamente, delle misure da adottare in coerenza con gli obiettivi della Direttiva Quadro Acque 2000/60/CEe della  Blueprint to safeguard Europe’s waters.

Il Workshop si inserisce nell’ambito delle attività previste dal progetto europeo PAWA (http://pawa.emwis.net/-http://www.isprambiente.gov.it/it/progetti/pawa), che vede la partecipazione dell’ISPRA (capofila), dell’Autorità di Bacino del Fiume Arno e dell’organismo internazionale SEMIDE/EMWIS.
