1. The Information Technologies managers of the EMWIS National Focal Points (NFP) met in Sophia-Antipolis (France) from 13 to 15 September 2006 for a training session dedicated to the use & the installation of the new EMWIS portal. The training was carried out by Experts from the Italian company FINSIEL, who implemented EMWIS new portal, on the basis of an open source solution (NAYAA), a system previously developed for the European Environment Agency (EEA). This ambitious new technical architecture of EMWIS portal improves the multilingual content management, the co-operation within and between the various national water information systems and to guaranty an effective exchange of information of any nature. The new EMWIS international portal has been recently launched by the Technical Unit and a portal tool kit is available for the NFP willing to implement this new technology. This training permitted to EMWIS NFP and MEDA-Water projects to learn about this technology, standards used and to improve the exchange of information with EMWIS. 2. The next Conference of the Water Directors of the Euro-Mediterranean and Southeastern European Countries will take place in Athens (Greece), on 6 & 7 November 2006. The Conference is organized by the lead country of the Med EUWI: Greece (Hellenic Ministry for the Environment, Physical Planning and Public Works and Hellenic Ministry of Foreign Affairs), in cooperation with the European Commission, the ‘Euro-Mediterranean Information System on Know-How in the Water Sector’ (EMWIS) and the ‘Regional Monitoring and Support Unit’ (RMSU) of the MEDA-Water Programme of the EC. The Conference will be facilitated by the Global Water Partnership – Mediterranean. See EMWIS website for further details.

3. The African Water Facility (AWF) organized on 21-22 September 2006 in Tunis a regional consultative meeting, under the auspices of the African Ministers’ Council on Water (AMCOW) and with the cooperation of the African Development Bank (AfDB) to share experiences and build partnership to support African countries in water sector monitoring and evaluation. 4. The European Commission has extended Morocco € 59.7 Millions (USD 70 Millions, 600 Millions dirhams) to reform water sector, said last 29th August the European Commission delegation in Rabat. This amount is the second installment of a USD 115Mn support budget allocated by the EU to water sector in Morocco. Created in 2002, this program is meant to improve water management in Morocco, notably through implementing the framework law on water adopted in 1995, reducing the state budget costs and increasing the efficiency of the institutions in charge of water management. 5. Montenegro: The European Agency for Reconstruction signed recently a €1.6 million contract with Dutch company DHV to reconstruct the city’s wastewater treatment plant located on the banks of the Moraca river. DHV along with its partners, Fideco from Belgrade and Ekovodoinzeniring from Slovenia, will over the next 11 months rehabilitate the existing facilities to meet strict EU standards. 6. The European Union is helping set up an agricultural marketing information system in Kosovo. The new system, funded by the European Agency for Reconstruction, will spur the economic development of rural areas. And during August, the EU completed the refurbishment of the regional water company offices in Mitrovica - the only licensed water utility company supplying four local municipalities. The renovated offices, with proper heating, a new interior and improved facilities will help improve working conditions and provide better services to consumers. 7. Norit Membrane Technology BV is set to build two of Europe's largest membrane plants for the treatment of percolate water in Istanbul, Turkey. Norit has produced a technologically groundbreaking solution for the treatment of leakage from refuse mountains (percolate water). The plants will have a capacity of 5000 cubic meters per day and will be operational in mid-2007... Further information on EMWIS website

 

8. Italy's Abruzzo Region will take steps to reform its water management, announced councilmember Mimmo Srour and others at a meeting in Pescara, Pescara Province. The objective is to have a single agency control all water activities to avoid the present problems of duplication of staff, high water bills, and a scattergun approach to the maintenance of water networks that has led to a staggering loss rate - up to 60% -- of water through leaky pipelines. A committee formed by regional President Ottaviano Del Turco recommended that six administration areas be reduced to one in order to cut costs. Further information on EMWIS website

 

9. The mayors of the Greek-held and Turkish-held sections of Nicosia, on the Mediterranean island of Cyprus, agreed to build a new sewage treatment plant in the northern part of the city to replace the current outdated facility, which is polluting the Pediaeos River and local groundwater. The 47-million-euro project is scheduled to be completed in 2009 and will treat wastewater so that it can be recycled for irrigation, besides producing more than twice as much water per day. The project will be funded equally by the Greeks and the Turks. Further information on EMWIS website
 

10. Belgium: The European Investment Bank (EIB) is granting Aquafin, the company responsible for managing wastewater facilities and treatment in Flanders, and SPGE (Société Publique de Gestion de l’Eau), which is in charge of sewage treatment in Wallonia, a € 200 million loan each. This finance will enable both firms to continue their medium-term (2006–2008) capital expenditure programme. The loan contracts were signed on 4 September in Brussels, at meetings organised jointly. 11. Spain: According to the national institute of statistics, Spain lost in 2004 17,9 % of the water distributed to the communes (4.923 mm3). The household consumption had increased by 2,4 % to 2.701 mm3, while agriculture took 17.808 mm3 (+1,4 %) including 51,2 % for the gravitating irrigation. At the same time, a report of the WWF pinned water management in Spain. Further information on EMWIS website

 

12. France: The Senate adopted in second reading the water law which had been the subject of 514 amendments. It aims to get a good ecological state of water in 2015, in accordance with the European Water Framework Directive (WFD). The Senate wished moreover to give the territorial authorities (Conseil Général) faculty to create departmental funds for the water supply and the sanitation, supplied with a tax sitting on the annual volume of water invoiced with the subscriber. 13. France: The ministry of Ecology and Sustainable Development and water agencies launched during the summer a public awareness campaign for a sparing use of water. The campaign was diffused in the radio and the television from July 22 to August 30, 2006. It shows the need for managing water like a rare good and recalls that individual actions in favour of the environment, even modest, allow real economies. According to this campaing, we can easily save each day in France 3 billion liters of water, that is to say four times the daily consumption of water in Paris. 14. The European Commission this week proposed a long-term environmental strategy for cleaning up the Mediterranean Sea. This unique ecosystem is deteriorating as environmental pressures increase. The major oil spill that occurred during the recent conflict in Lebanon has dramatically highlighted the vulnerability of the region's environment. A key pillar of the strategy is 'Horizon 2020', an initiative to tackle the top sources of Mediterranean pollution by the year 2020 that was endorsed by leaders of Euro-Mediterranean (Euro-Med) countries at the 10th Anniversary Euro-Med Summit in Barcelona last year. The Commission is building a coalition of partners to implement the initiative.

15. Under its Facility for Euro-Mediterranean Investment and Partnership (FEMIP), the European Investment Bank (EIB) is participating to the tune of € 10 million in the launch of EUROMED - Fondo Comune di Investimento Mobiliare di tipo Chiuso (Euromed Fund). Focusing on investment in small and medium-sized enterprises in Algeria, Egypt, Morocco, Tunisia and other Mediterranean Partner Countries. As the Euromed Fund is based in Italy, in order to ensure local presence the fund manager has contracted local advisors based in North Africa with a good knowledge of their respective countries of operation and the ability to actively monitor companies in the fund’s portfolio. 16. The Parties to the UNECE Convention on the Protection and Use of Transboundary Watercourses and International lakes (Water Convention) will meet for the fourth time in Bonn on 20-22 November 2006, at the invitation of the Government of Germany. The meeting will mark a milestone in the history of the Water Convention: the tenth anniversary of its entry into force. At the meeting, Parties will adopt new policy tools to support transboundary water management, such as the Model provisions on transboundary flood management, the Rules on the payments for ecosystem services in integrated water resources management, the Safety guidelines and good practices for pipelines and the Strategies for monitoring and assessment of transboundary rivers, lakes and groundwaters. 17. Within the area "Water cycle and Soil related aspects" in the framework of the programme "FP6-Global Change and Ecosystems" immediate negotiation has been opened with the consortium applying for an extension of the RECLAIM WATER project. The project is addressing municipal water reclamation and further use for aquifer recharge (AR) considering appropriate technologies, safety aspects and options for integration in water management approaches. The overall project budget is about 6 M€, including an EC grant of 3,56 M€. On the other hand, a knowledge network is proposed through ANTINOMOS project, which aims at contributing to global and local knowledge networks for solving real life water supply and sanitation (WSS) problems in developing countries in view of reaching the MDGs. The core part of the proposal will be devoted to try to bridge contrasts and knowledge gaps. For this purpose, special effort will be devoted to link state-of-the-art technological advancement in WSS with local resources and grassroots innovations, in order to enable context-specific learning opportunities for more sustainable solutions to real water problems. 18. On 24 July 2006 the Council of the EU has reached a political agreement on FP7. A common position, derived from this agreement, will be sent to the European Parliament for a second reading. It contains also an indicative breakdown of spending among programmes (in € million). The specific programmes and the rules for participation of the FP7 legislative package will be decided at a later stage. Further information on EMWIS website.
 

19. African Water is a 2-year (2006-2007) Specific Support Action funded under FP6 and promoted by the Research Working Group of the EU Water Initiative to increase involvement of African researchers in the water-related components of FP7. 20. In the last few years, several regions in Europe have been affected by drought. The drought of 2005 was the worst for large parts of the continent but was especially bad in the Mediterranean region. In 2006, drought affects the major part of Spain and Portugal and large parts of the United Kingdom, Italy and France. Droughts are estimated to become worse and more frequent in the light of global climate change. Therefore, essential shifts in policy are required to be prepared for drought events and prevent situations of chronic water scarcity. WWF report "Drought in the Mediterranean: WWF Policy Proposals" intends to make clear the urgent need of good water management practices in the Mediterranean in light of increasing drought. It compiles key available data and gives an overview over the situation of Mediterranean countries concerning the water resource situation and trends. The report covers the Mediterranean as wide as possible yet may not always reflect the whole region due to limited data availability. Further information on EMWIS website

 

21. An agreement to top up the Global Environmental Facility (GEF) with more than € 2,4 billion for the period 2006-2010 was reached at a meeting in Cape Town, South Africa, at the end of August. A total of 32 donors will contribute to the topping up of the Global Environmental Facility. Sweden is one of the few countries to increase its contribution to the Facility with a pledge of € 92 million. The Global Environmental Facility was established in 1991 to finance investments in developing and former eastern bloc countries. The Facility, which currently has 176 member states, cooperates closely with organisations including the World Bank, UNDP and UNEP. At present the Facility supports 1.800 environmental projects in 140 countries. Further information on EMWIS website
 

22. From 26 to 29 September 2006, the 21st edition of the living room Aquatech will be held in Amsterdam, the first world living room specialized in the water sector. International window, this biennial crossroads of the innovations in the water sector joins together more than 100 nationalities, exhibitors and visitors. A France water house organised by Ubifrance will join together seven French companies of its representatives. Further information on EMWIS website

 

23. The EC funded STRIVER project “Strategy and methodology for improved IWRM - An integrated interdisciplinary assessment in four twinning river basins” (2006-2009) had a fruitful kick-off meeting. The project aims to develop methodologies to assess key challenges in integrated water resources management. Four twinning river basins have been selected, both in Asia and in Europe, such as the Tajo/Tagus (Portugal/Spain). The aim is to draw together in a systematic way the lessons learned from the experience of the four twinning basins and to develop an innovative strategy and methodology for improved integrated water resources management. 24. Economic forces and policy changes encourage producers to shift less productive, or "marginal," cropland in and out of production. Because marginal lands are also environmentally sensitive along several dimensions, cropland shifts have environmental, as well as economic, effects. Thus, agricultural and conservation programs that affect land use likely have more profound effects on erosion and some other environmental factors than on production. 25. Many EU cities are experiencing increasing problems with their water pipeline infrastructure. The cost of replacing these old, worn-out systems, if left to deteriorate beyond repair, is astronomical and clearly beyond the resources of many communities. Replacement, however, is not the only choice as many of these systems can be rehabilitated at 30 to 70 percent of the cost of replacement. Accordingly, resources are now increasingly being allocated to address pipeline rehabilitation management issues. Due to the emphasis on sustainable management, risk-based approaches for the rehabilitation management of the water supply network need to be developed. Rehabilitation decisions should be based, inter alia, on inspection and evaluation of the pipeline conditions. Yet, utilities cannot locate a number of their old pipes and current inspection technologies typically do not provide the needed detailed information on pipeline damage. Further information on EMWIS website


26. Veolia Water, as part of a consortium, wins the design & build contract for the wastewater treatment plant for the town of Angers in France. This contract, worth a total of around € 55 million, includes demolition of the existing plant and construction of a completely new plant. The new plant will cover an area of 90.000 m2. Treatment capacity will be increased to 285,000e/hr, or 65,000 m3/day, with a peak capacity of 5,500 m3 /hour in wet weather. The technical solution includes primary treatment, secondary treatment by biofiltration using the patented Biostyr® simultaneous nitrification/denitrification process, tertiary treatment for phosphorous, sludge digestion and thermal drying. The plant is to be delivered at the end of 2011. Further information on EMWIS website

 

27. MAPO: Struggling MArine POllution. The European Commission-funded MAPO initiative aims at fostering and favouring the participation of SMEs, the activity of which is dedicated to the struggle against any kind of marine pollution, in European technological research and development projects. In the context of the 6th Framework Programme and in response to the call for proposals launched by the European Commission relating to Specific Support Actions to SMEs, a 13-partner consortium including National Contact Points, Universities, Research Centres, SMEs and consultancy from ten European or associated (Turkey and Ukraine) countries joined together to propose various free of charge actions for the benefit of European SMEs working on marine pollution issues (prevention, detection, analysis and treatment).

42. New publication: CARE-S: Computer Aided Rehabilitation for Sewer and Storm Water Networks:
CARE-S is a 3-year research project funded by the EC under the Fifth Framework Programme aiming to develop an integrated and robust decision support system for sewage network management. The new generation management system of sewer and storm water assets, methodology and software is presented in a recently published book: "CARE-S: Computer Aided Rehabilitation for Sewer and Storm Water Networks", edited by Sveinung Saegrov. 43. New publication: Urban Water and Sanitation Services; An IWRM Approach

The Global Water Partnership’s Technical Committee has released a new background paper by Judith Rees which considers how the rapid pace and scale of urbanization represents a considerable challenge for water resources management, the delivery of essential water and sanitation services and environmental protection.  The paper explores how an IWRM approach recognises intersectoral competition for resources (physical, social and financial), the role of the urban sector in meeting national developmental priorities, and negative impacts of urban provision practices on other parts of the economy. 44. New publication: "Integrated Deliberative Decision Processes for Water Resources Planning and Evaluation": The Guidance Document is part of the ADVISOR (Integrated Evaluation for Sustainable River Basin Governance) research project funded by the European Commission under FP5. The document explains and provides a step-by-step guidance on how to design and run an Integrated Deliberative Decision Process (IDDP) that is proposed to be adopted as the platform to achieve integrated evaluations. 45. New publication: "Water Reuse System Management Manual - AQUAREC". The project AQUAREC “Integrated concepts for reuse of upgraded wastewater” was funded by the Fifth Framework Programme of the European Commission. This publication presents practical information on waste water reuse concepts based on actual and proved management and operational practises. A broad approach has been considered by addressing institutional, organisational, legal, economics, financial, social and environmental issues together with technological aspects. The targeted readers are mainly practitioners concerned with implementation of waste water reuse schemes, but also addresses decision makers, local authorities, consultants and research bodies involved in the area. 46. New publication: Water and Soil European Research - Catalogue of FP6 projects

An overview of the projects that resulted from activities launched from 2003 to 2006 by the priorities "Global Change and Ecosystems" and "Policy-Oriented Research". 47. WHO publishes the third edition of the WHO Guidelines for the Safe Use of Wastewater, Excreta and Greywater in Agriculture and Aquaculture in four volumes, addressing, respectively, policy and regulatory aspects. 49. New publication: Watersheds of the World: Africa - Nile Watershed

Watersheds used in Watersheds of the World were modeled from elevation data using Geographic Information Systems (GIS) software. Each watershed map presents the area occupied by the basin, the number of cities with a population greater than 100,000 people, the number of Ramsar sites (sites of wetlands of international importance) and the extent of modified landscape within the basin. The report  tracks the effectiveness of efforts made this far to reach the target, and highlights the magnitude of the problem, the major gaps yet to be achieved up to 2015, and, country by country, those parts of the world which are on target, and those which still have a lot of ground to make up.  The "Joint Monitoring Programme" report - the UN System's vehicle for tracking progress towards the water and sanitation MDGs - will clearly point at how coverage is evolving differentially in urban and rural areas, and assesses the potential effects on coverage of the rapid urbanization now taking place in developing countries. New publication: Spatial Water Management: Supporting Participatory Planning and Decision Making, introduces the reader to the new Dutch policy of water management, which combines conventional water engineering with a new policy which incorporates planning for flood areas. As this new policy has larger socio-economic implications and involves more stakes and stakeholders, implementing it leads to complex decision processes and requires a balance between local interests and regional or national stakes. 53. New publication: What is Next after the Kyoto Protocol?
Assessment of options for international climate policy post 2012. The negotiations on climate change are entering a new phase now that the discussions on new commitments after the first commitment period of the Kyoto Protocol have started. This book gives a comprehensive survey of present issues and proposals (up until December 2005) as well as an overview of the future options, in a quantitative and qualitative manner. 59. The European award "Our Waters" under the patronage of EU-Environment Commissioner Stravos Dimas was launched. This award seeks for creative and feasible ideas with benefit for our waters. With regard to an EEC directive (water framework directive) the entire Europe is asked to achieve or to keep the good status of all waters. This award aims to learn from the creativity of others. Every water user can participate. The best ideas will be given an award at the European Parliament in summer/autumn 2007. Further information is available at the website of "our waters".

60. In the Framework of "FP6, Priority 1.1.6.3: Global Change and Ecosystems & EC" and in order to promote twinning between basins Organisations to reinforce practices of Integrated Water Resource Management; new rules have been established, in order to ease the coming of new twining proposals. 61. The thematic Group on Productive Uses of Water (PRODWAT) and IRC International Water and Sanitation Centre offer an award of €1000 towards further documentation of a story relating to multiple uses of water. Algeria: Project of Construction of a sea water Desalination unit by Osmose Reverses in Cape Falcon (Oran): Algerian engineers wish the creation of a private company specialized in the production of drinking water starting from sea water using the process with osmosis opposite and so ready with the condition of tying a partnership with a Dutch organisation. 63. The Integration company is looking for "short term" experts" to make a proposal under the framework of the European Commission aid programme to Algeria in the field of water resources management. 64. Call for candidatures for grants to participate in the ECO-IMAGINE Thematic Conference: "The Waterfront Management and GI". Call for candidatures for grants to participate in the ECO-IMAGINE Thematic Conference: "The Waterfront Management and GI" to be held in Genoa (Italy) next 14th – 18th November 2006. The project ECO-IMAGINE work programme foresees the distribution of 20 grants to early-stage researchers and 10 grants for experienced researchers in order to support their participation in the aforementioned Thematic Conference. The Foundation Marrakech 21 (Morocco), association of development, launched a call for tenders for the acquisition and on site installation of two pilot desalination units planned in the ADIRA project supported financially by the European Union in the framework of the MEDA Water programme (reference: N° ME8/AIDCO/2001/0515/59610). This national call for tenders is also open to the foreign companies non-installed in Morocco, specializing in the desalination and renewable energies fields. 66. On 12th and 13th October 2006, the Cycleau partnership will hold its final international conference in Quimper (Brittany), France. This event will take place alongside the annual Finistere Water Conference and expects to attract over 300 delegates from all over Europe. The aim of the event is to showcase the results of the Cycleau INTERREG project and its methodology for effective catchment management. It also seeks to share the lessons learnt about co-ordinating transnational and cross-border partnerships in light of the future territorial co-operation programme 2007-2013. The second circular for the WAPO2 International Conference on WAter POllution in natural POrous media at different scales: Assessment of fate, impact and indicators: The WAPO2 conference to be held in Barcelona on April 11-13, 2007 is aimed at scientists, students, policy makers and managers concerned with problems of groundwater contamination in porous media. It will provide a forum for the exchange of new findings and ideas in this field and for the discussion of better ways of managing our groundwater resources. he conference also provides a contribution to the implementation of the Groundwater Component of the IHP VI 2002-2007 Programme onWater Interaction Systems at Risks and social challenges. 70. The ESS2007 Conference: “The Environment: Survival and Sustainability” will be held at The Near East University in Nicosia-Northern Cyprus on February 19-24, 2007. The National Water Research Center (NWRC) in collaboration with the Arab Water Council (AWC) , under the patronage of the Ministry of Water Resources and Irrigation of Egypt, is organizing the Third Arab Water Regional Conference 2006 in Cairo, Egypt during the period 9 - 11 December, 2006. The theme of the conference is “Research Advancement in Managing Limited Water Resources.” The conference aims at searching for modern technologies for optimum use of the available limited water resources in the Arab region, and adopting the appropriate technology advancement for the reuse of non-conventional water for the arid and semi-arid regions to face human needs and ecosystem challenges. 72. Call for papers for the MEDA WATER International Conference on Sustainable Water Management: The conference organised by zer0-M project will be held in Tunis (Tunisia) on March 21-24, 2007, and its aims are sustainable water management stimulating the interest of people in water saving, considering treated wastewater as part of the community's water budget, considering the substances contained in wastewater as resources and adopting approaches that preserve the public health and the environment. Authors are invited to submit an extended abstract (2 pages) in English, or in French including figures and tables (as MS Word file using template of the Conference). The abstracts can be submitted electronically via email to abstracts@zer0-m.org no later than 30th November, 2006. 73. The CNFME (The French centre of professional training in water) organises regularly training courses to deal with important issues related to the world water actuality. The programmes of this centre aim to give the opportunity to exchange, inform, know about good practices, state of the art of recent evolutions. EMWater project has announced a "Web based training in Efficient Management of Wastewater, its Treatment and Reuse".  This training will be held  from 1 October to 26 November 2006, and offers an advanced course for professionals in wastewater management, treatment and reuse from the Mediterranean Countries. Master degree in Urban Water Installations, University of Valencia, Spain (in Spanish): Course runs form October 2006 - June 2007 covering Fundamentals of urban Hydraulics, mathematics and analysis in urban hydraulics, basic programming techniques in urban hydraulics, urban pumping stations, water distribution systems, GIS, distribution system design, waterhammer, water drainage systems, urban water treatment. 76. A Training on: Water, the solidarity of people and territories is organised by Green Cross and Rennes Summer University on 28-30 September 2006 in Britanny (France). The main objective is to mobilize the decision-makers and the citizens to participate in the international cooperation efforts to provide clean water and sanitation to the people of developing countries by allocating 1% of the resources from their water and sanitation services. 77. Demand from the water sector for skilled science and engineering graduates with water and wastewater treatment knowledge and experience is very strong. Cranfield University (UK) offers Studentships in water and wastewater treatment for persons interested in a career as a process scientist, engineer or technology manager in the water sector then consider applying for a place on one of the Masters courses of Cranfield University:  MTech Advanced Professional Masters in Water Processes, MSc Water and Wastewater Engineering, and MSc Water and Wastewater Technology.
