1- The 12th edition of EU Green Week, the biggest annual conference on European environment policy, is taking place from 22 to 25 May 2012 in Brussels. During 40 sessions, the conference has a special focus on water. This valuable resource needs to be used properly and sparingly, making sure that we have enough for all of its uses, and avoiding polluting our rivers, seas and oceans. Along with all other natural resources, this is one of the most vital for our continued existence on this planet. Among the main issues that will be addressed during the week: water and green economy, water pricing, floods, policies for Europe and the world, Rio+20, water footprint, etc. The gateway to information on European Water issues, WISE will be presented during a side session, as well as the progress of Water CoRe project on knowledge compilation related to water scarcity and drought in Europe. Finally, on 24-25 May, the Green Week will feature the 3rd EU water conference. A large exhibition including EU funded projects, businesses, NGO and public bodies is also organised together with satellites events.  Further information on EMWIS website.

2- Deputy Secretary General Dr. Rafiq Husseini of the Union for the Mediterranean (UfM) Secretariat in charge of water & environment conducted a mission to Tunisia, one of the UfM member countries, where he met with Dr. Mohammed Ben Salem, Tunisian Minister of Agriculture and Hydraulic Resources and Dr. Mamia Elbanna, Minister of Environment and Sustainable Development. The Tunisian government conveyed their commitment to strengthen their cooperation with the UfM on key priorities for Tunisia and the region. Dr. Husseini discussed the project of integrated-depollution of the lake of Bizerte, identified under the Horizon 2020 initiative investment sub-group, with a cost of 61 Million Euros. This project is a multi-stakeholders integrated project to restore water quality and ecosystems around the lake Bizerte, tackling several sources of pollution through multi sector activities which will create jobs and improve the socio-economic development in Bizerte region. In parallel, Dr. Husseini also participated in the 15th session of the Board and the fourth session of the General Assembly of the Sahara and Sahel Observatory (OSS) held from 17 to 20 April 2012 in Tunis. The General Assembly made important decisions such as the election of Niger as the President of the OSS for the next 4 years, the election of, M. Khatim Kherraz (Algeria) new Secretary Executive of the OSS, for 4 years. Further information on EMWIS website.

3- The Tunisian Minister of Agriculture has created a committee to assess the status and operation of dams and hydraulic equipment during the floods that affect the North and North-West regions of Tunisia in February 2012. Heavy rainfalls, combined with the runoff from recent snowfalls have led to landslides and the inundation of several towns and villages. Despite flood alerts and village evacuation supported by the Tunisian army, several deaths have been reported. In addition, the grain harvest will be affected as the February floods have destroyed about 14,000 hectares of land devoted to the cultivation of cereals. 4- The UfM Secretariat organized, at its Barcelona premises, the second coordination meeting on the Gaza Desalination Facility for the Gaza Strip Project, which updated existing technical information, discussed implementation conditions, as well as the financing mechanism and fundraising. The Palestinian National Authority (PNA) was notably represented by the Head of the Water Authority Minister Shaddad Attili and the Head of the Energy Authority, Minister Omar Kettana. The meeting also included representatives from the European Investment Bank (EIB), the World Bank (WB), the United Nations Environment Programme (UNEP) as well as the Office of the Quartet Representative. Secretary General Sijilmassi reaffirmed the commitment of the Union for the Mediterranean to promote this project, especially in the fundraising and coordination spheres, highlighting the importance of not only reaching the “implementation” stage, but delivering an operational Project, a goal that remains the objective of the PNA and the UfM. The EIB provided the preliminary results of a technical assistance consultancy in the form of a Project Information Memorandum for Potential financiers. Further information on EMWIS website.

5- In 2030, North-African coastal cities will be home to 100 million people, these cities are also exposed to serious risks of natural disasters, such as flash floods, landslides, coastal erosion, water scarcity and earthquakes, most of which will be intensified by climate change in the coming decades. The city of Algiers gathers 3 million inhabitants, most of the country’s economic and political activities, and is particularly prone to natural disasters. In 2001 and 2003, the city was hit successively by the Bab el Oued flashfloods and the Boumerdes earthquake, which revealed the cities’ weaknesses and urged the authorities to take action in order to mitigate the impact of such disasters in the future. Based on the results of a first regional study conducted by the World Bank that highlighted risks in Alexandria, Tunis, Casablanca and the Bouregreg Valley, the Algerian government showed a great interest in the undertaking of an urban risk assessment in Algiers. A study was recently launched by the Centre for Mediterranean Integration under its Cities & Climate Change program. The study, is undertaken by Egis EAU, will deliver its final results mid 2013. It will aim at strengthening the capacities of Algiers to prepare for climate change impacts and natural disasters, through the undertaking of an urban risk assessment and the drafting of an adaptation plan, and to develop an adaptation plan to increase the resilience of the Algerian capital city. This project is the result of cooperation between the French Caisse des Depots et Consignations, the World Bank and the Algerian authorities at all ministries in Algiers and local elected officials. 6- In the framework of the GIZ AGIRE programme, a workshop held on 9 and 10 May brought together 35 representatives from Moroccan water basin agencies, Ministry water department, consultancy companies and EMWIS. After extensive sessions dedicated to sharing of knowledge on past and ongoing developments, the participants outlined an action plan to support information management in the water sector for the next 5 years. To benchmark the Moroccan development EMWIS introduced activities carried out by Europe with WISE, INSPIRE, ECRINS and SEIS as well as experience of other Mediterranean countries. This action plan to be supported by GIZ, will also guide the development of the National Water Information System -NWIS- for Morocco in the framework of the Union for the Mediterranean project under preparation on" strengthening NWIS and harmonisation of data collection, towards a shared water information system". 7- The Secretariat of the Union for the Mediterranean, the OECD, and UNDP have discussed an Action Plan to improve the investment climate in Morocco, Tunisia, Egypt and Jordan, four UfM member countries and Deauville Partnership countries. The process has been concluded in a high-level conference organised in Cairo (Egypt) on 7 and 8 May 2012 under the auspices of the Egyptian Ministry of Foreign Affairs. A private business statement has been presented to the government’s representatives by ASCAME (Euro-Mediterranean Federation of Chambers of Commerce) and BIAC (the Business Advisory Committee of OECD), and backed by private business representatives from Morocco, Tunisia, Egypt and Jordan. The UfM Secretariat also chaired a debate on: Improving the job creation potential of investment through enabling SMEs to flourish, with the participation of high-level representatives from Deauville Partnership countries, IFIs and investment agencies in the Mediterranean. 8- Clean water is a natural resource vital not only for life on Earth but also for the well being of our societies and economy. However, in many parts of Europe, this valuable resource is coming under increasing pressure, often seen in the form of over-exploitation and pollution. There are many 'users' of water: agriculture, industries, energy, public supply, transport and leisure. For most uses, we extract water from a source, use it and release a part of it back to a water body such as a river or a lake. We need water and nature needs water. Parts of Europe are already faced with water scarcity or seasonal droughts. Others experience flush floods. Depending on the region, climate change is also expected to have an impact on the quality and the quantity of Europe's freshwaters. How can we make sure that both nature and the society have access to the amount of water needed, not only today but also tomorrow? A sustainable management of Europe's water resources demands a wider policy perspective, addressing all major users as well as water's interactions with other resources, including land and energy. In this respect, Europe's water management needs to be seen in the much broader context of building a low-carbon, green economy. There are close links between water, energy and food. We need water to grow our food, energy to transport and treat water, water to generate energy, and energy to desalinate water in water-scarce areas. This nexus means that to achieve efficient use of water resources, we have to redesign our energy, transport and agricultural policies as well as our cities. Further information on EMWIS website

9- In an effort to address the twin challenges of water security and climate change, the African Ministers Council on Water (AMCOW) launched The Strategic Framework for Water Security and Climate Resilient Development during the 4th Africa Water Week, May 14-18, 2012, in Cairo, Egypt. The Framework was developed by AMCOW to help senior professionals and decision-makers to identify and develop “no or low regret” investment strategies, to integrate these into planning processes, and to influence future development activities so they become more resilient to climate change and variability.  Mrs Rhoda Peace Tumusiime, Commissioner for Rural Economy and Agriculture at the African Union Commission calls the Framework “a key milestone towards the attainment of the Africa Water Vision 2025 of equity and sustainability in the use and management of water resources for poverty alleviation, socio-economic development, regional cooperation, and the environment.”  Further information on EMWIS website.

10- The INSPIRE Conference 2012 will take place from Saturday 23rd – Wednesday 27th June 2012 in Istanbul, Turkey. The theme of this year's edition is "Sharing environmental information, sharing innovation". With 20 dedicated workshop, 48 parallel sessions, and more than 200 presenters the INSPIRE Conference 2012 promises to be the biggest event to date relating to the INSPIRE Directive. With the introduction of the INSPIRE Directive 2007/2, the policy landscape for sharing environmental information has changed drastically. The Commission Communication on the Shared Environmental Information System (SEIS 2008) and follow-up activities at national and European levels have further helped to cultivate a new vision for a coordinated framework for the implementation and monitoring of environmental policies. The governance, content, and supporting technologies are the three pillars with which this vision can be consolidated and implemented. The aim of this year's INSPIRE Conference is therefore to look at how innovations in these three areas have further shaped the landscape of sharing environmental information.  Further information on EMWIS website.

11- Records show temperatures have increased in Europe – but what changes can we expect to see in the future? Experts at the European Environment Agency (EEA) have produced a series of maps showing projected changes in temperature and precipitation for this century. The maps have been produced in Eye on Earth, a global public information service which allows users to integrate many different kinds of information, for example combining different map layers. Europe will be in average 1.5° C warmer in the period 2021-2050 than the period 1960-1990, according to the ensemble of regional climate projections from the ENSEMBLES project. The highest warming is projected over the eastern Scandinavia, and southern and south-eastern Europe. All areas of the continent will warm by a minimum of approximately 0.4° C and a maximum of 2.5° C, the projections indicate. Increasing precipitation in northern part can lead to more flood events in the future. The clear projection of decreasing precipitation in southern part together with an increase of temperature will probably lead to more frequent and longer droughts, which will have significant effects on agriculture and tourism industries, especially in the Mediterranean area.  Further information on EMWIS website.

12- China is planning to set-up a National Water Information System -NWIS- within the next three years, to improve the country’s monitoring abilities of its fast-growing water consumption and deteriorating water quality, officials said. The system, with a total investment of cica 222 MEuros, will establish 14,000 water monitoring sites throughout the country to collect local information on water consumption and water quality. The move is seen as a major effort by the central authorities after the country pledged to launch a stricter water resources management system earlier this year to tackle problems including water scarcity, frequent floods and droughts, soil erosion and pollution. 14- MEDRC announced that Michel Morillon will join MEDRC as Director of Training for its’ soon to be launched Continuous Professional Education and Training Program (CPET) in desalination and water reuse. Mr. Morillon, is the former CEO and CTO of the Sur reverse osmosis desalination plant project, producing 80,000m3/day of drinking water catering to a population of 350,000 people in the Sharqiyah region on Oman’s eastern coast. Mr. Morillon has held technical and management positions throughout his 28 year career with Veolia, in Morocco, Middle East, France, Indian Ocean and developed an extensive expertise in municipal water and sewage operation. 15- MEDRC Announces 2012 Scholarship Fund for Students from the Middle East and North Africa Application - Deadline is 30 June: The MEDRC Scholarship Program offers graduate students from the MENA region the opportunity to study at universities from around the world while participating in a MEDRC research project. 16- Europe's future depends on cities resilient to climate change: Around three quarters of Europeans live in cities. Most of Europe's wealth is generated in cities, and urban areas are particularly at risk due to climate change. Europe should seize the opportunity of improving quality of life while adapting to climate change in cities, according to a report from the European Environment Agency (EEA).  Further information on EMWIS website.

17- Professional article on Life Cycle Assessment for wastewater treatment published in "bluefacts 2012": Previously, the analysis of energy demand for wastewater treatment was often limited to one-dimensional analyses of electricity demand. However, a comprehensive analysis requires the inclusion of all different contributions to energy demand. The Life Cycle Assessment (LCA) methodology defined in ISO 14040/44 is a suitable tool for this task. Further information on EMWIS website.

18- Euromed 2011 Survey has just been published by the European Institute of the Mediterranean (IEMed), among others issues, water was tackled by that survey, through the chapter: "The Euro-Mediterranean Cooperation in the Water Sector: Assessment of Progress and Emerging Perspectives" by Eugenia Ferragina. 19- The World Bank's Fiscal Year 2011 Sustainability Review highlights the Bank's efforts to reduce water and paper use and offset greenhouse gas (GHG) emissions attributable to Bank activities. The Review monitors efforts and results to manage the World Bank Group's carbon footprint, reporting on GHG emissions, greening the Bank's facilities and buildings, sustainable procurement, and changing employees' behavior to reduce their individual environmental footprints. 23- ENPI — Clima South: support to climate change mitigation and adaptation in the ENPI South region; EuropeAid/132702/C/SER/Multi: The overall objective of the programme is to enhance regional cooperation, between the EU and its Mediterranean neighbours (EU–South) and among ENP partners themselves (South–South) on climate changemitigation and adaptation, mainly through capacity development and information sharing. The project, whose duration is 48 months, will focus on building capacity and supporting regional exchanges and cooperation efforts of ENP South partner countries in order to make the transition towards a low carbon development. 24- Request for Expression of Interest for FoEME Master Plan "A Vision for the Lower Jordan River": Water and Environmental Development Organization (NGO Registration Number BL-428-EN) / Friends of the Earth Middle East (FoEME), together with consortium partners, the Stockholm International Water Institute (SIWI) and Global Nature Fund (GNF), have been awarded a grant by the European Union's Sustainable Integrated Water Management (SWIM) Programme, and intend to apply part of these funds to make payment under contract to undertake the development and publication of a NGO master plan for the Lower Jordan River basin. The objective of the assignment is to create a regional, integrated, independent, NGO master plan for the Lower Jordan River Valley from the Sea of Galilee to the Dead Sea, encompassing relevant Jordanian, Palestinian and Israeli territories, based on national plans to be developed as part of the assignment or where plans are in existence to be adapted. The publication of the NGO master plan aims to create a proposed planning, policy and implementation framework by: - Update environmental, ecosystem, social, economic including land use information through desktop and field research; - Analyze environmental, ecosystem, social, economic including land use information data; - Propose rehabilitation, governance and management scenarios leading to proposals for improved mainstreaming between environmental, ecosystems, social, economic and land use into planning and management processes on national and regional levels. 25- Status of the ENPI CBC MED second call for standard projects: Given the high number of projects received (1095 proposals, 3 times the expected number), the Joint Managing Authority (JMA) has announced that the indicative calendar of the evaluation process has been updated. In particular, the outcomes of step 1 “Concept Note Evaluation” will be sent to Applicants 220 calendar days (and not 150 calendar days as initially mentioned) from the deadline for the sending of Concept Note. This means that successful Applicants will be invited to submit a Full Application Form during the first half of October 2012.  Further information on EMWIS website.

 

26- Call for proposals: TRANSMED Multi-disciplinary Studies on the future of the Mediterranean: The French National Agency of Research (ANR) has launched a new program called 'Multi-disciplinary studies on the future of the Mediterranean "(TRANSMED). The "themes" of this call are: 1) Companies and territories; 2) Sustainable Resource Management; 3) Food security, nutrition and health; & 4) Systemic crisis in the Mediterranean. 27- The ENVI-Med regional programm first call for proposals: This French cooperation initiative for countries from the Mediterranean Basin is designed to encourage and strengthen high-level scientific and technological cooperation in the region as well as research networking on sustainable development and understanding the environmental operation of the Mediterranean Basin.  ENVI-Med aims to initiate multilateral cooperation by supporting the mobility of researchers as part of joint research projects and seminars, workshops and regional scientific conferences. 28- The French Water Agency "Rhone Mediterranean and Corsica" calls for projects to fight against water leaks on drinking water systems. It is open to communities from April to August 2012. With 10 million Euros, it targets the leakage reduction projects on drinking water systems and economies of water in public buildings. Interested are called to submit their declaration of intention by next June 15 and final issue in August. The Water Agency will fund the selected projects by 50%. This call for projects also gives body to the key measure of national adaptation to climate change in 2011: reduce by 2020 20% water withdrawals. Further information on EMWIS website.

 

29- The sixth LIFE+ call for proposals was published on 13 March 2012, with up to €276 million available for co-financing of projects under three headings: Nature and biodiversity; Environment policy and governance; and Information and communication. Project proposals should be sent to the relevant national authority no later than 26 September, 2012. National authorities will then send them to the European Commission by 2 October, 2012. Please note that applicants must only use the eProposal tool to create and submit proposal(s) under the 2012 LIFE+ Call for Proposals. Further information on EMWIS website.

30- Call for papers: Knowledge of water, techniques and power relations: In a context where there is increasing pressure on resources, where climate change models foresee various water-related problems and where participatory management lies at the heart of water reforms throughout the world, questioning our knowledge of water would appear to be central to these issues. Proposals (title and abstract not exceeding 1,000 characters) must be sent to the journal Autrepart before 15th June 2012. The articles selected have to be submitted by 15th September 2012.
