IPEMED 2nd Water Workshop
In preparation of the World Water Forum of Marseille 2012 and the Mediterranean Water Forum of Marrakech in December 2011, the World Mediterranean Economic Foresight Institute (Institut de Prospective Economique du Monde Méditerranéen -IPEMED), has engaged in a reflection that aims to develop new water governance and expertise tools in the Mediterranean Region. Based on a brand new approach of the Mediterranean basin, considering it as a “Basin of river basins “, this initiative hopes to develop a greater synergy between Mediterranean water actors and to facilitate their support to common commitments. In concrete terms, this innovative approach could result, in terms of governance, in the implementation of a Mediterranean Water Agency guided by integrated water resources management principles. On the other hand, in terms of tools, it could translate into the creation of a Water Resource Centre in the Mediterranean, mutualizing and enlarging the means and skills of existing technical centres and expertise networks (see attached the preliminary note)
This project has been qualified in July 2011 by the World Water Forum Committee following the instruction of the Grassroots and citizenship Commission.
At the time of the first water workshop organised in Paris on 7th July 2011, the participants recognized the necessity to implement a Water Resource Centre in the Mediterranean, as a soft structure, proposing a multi disciplinary approach in the field of water, based on the expertise of centres and institutes of the region. It was also admitted that one had to integrate better the civil society, the local actors (municipalities, water basin agencies…) and generally speaking all of the stakeholders, in the actions conducted in the Mediterranean Basin so as to challenge the regional water resources management. Fostering the interaction of the different networks of stakeholders could be one of the mission of the Regional Water Agency. Other missions in the field of town and country planning at a relevant hydrographical scale or in the field of project financing have also been proposed.
To pursue the reflection with all actors in the Mediterranean water sector, we are pleased to invite you to our second workshop that is due to take place in Porto in Portugal on Tuesday 27th September from 9 am to 3 pm, as a side event to the 9th General Assembly of the Mediterranean Network of Basin Organisations (MENBO) 27-30 September 2011 (http://www.remoc.org/DesktopDefault.aspx). This second workshop aims to determine the practical modalities and means of implementing these tools and their funding.
