I remind
those of you, who have not yet registered, that the next and 12th “EUROPE-INBO
2014” international conference, organized by the "Group of European Basin
Organizations for the Implementation of the European Water Framework Directive –
WFD", will take place, at the invitation of the Romanian
Authorities:
on
12-15 November 2014,
in Bucharest, Romania.
Our meeting, within the new context drawn by the European Commission “Blueprint to safeguard Europe Waters”, will be organized around 4 roundtables dealing with the updated issues of the field Implementation of the EU-WFD, the Flood Directive and other European water-related Directives.
We shall especially study the means for better integration of the processes, new measures to cope with the main challenges that are non-point source pollution, hydro-morphology, adaptation to climate change, prevention of droughts and floods, the need to get the stakeholders more involved in the implementation of these measures in the field, etc... It will be also an occasion to promote “the peer review mechanism”, mobilizing the practitioners of RBDs and their competent authorities which will voluntarily submit RBMPs to the review performed by experts from other similar authorities of other EU Countries.
Roundtable 1: Preparation of WFD 2nd Management Plans (2016 - 2021): Integration of water quantity issues; Adaptation to climate change; Better integration with other EU Directives (Flood and Marine Strategy) and with other sectorial policies...
Roundtable 2: Natural Water Retention Measures / River restoration: Presentation of workshop results; Guidance documents developed within the CIS…
Roundtable 3: Implementation and funding of Programmes of Measures: Mobilization of funds and especially access to EU Structural Funds; Principle of cost recovery; Economic analysis for cost-effective combination of measures…
Roundtable 4: Water governance in Transboundary Basins: WFD International Districts; Role and means of International Commissions; Bi and Multilateral Agreements and Conventions, Implementation of WFD principles and tools in EU Neighboring Countries.
You are invited to present a paper on your practical experiments.
There will be simultaneous translation into English, French, Romanian and Russian, in order to allow for a broader participation of representatives from the Caucasus, Ukraine and Belarus.
A technical visit will be organized around Bucharest, on Saturday 15 November.
A preparatory workshop will take place on 12 November in the afternoon, dealing with River Restoration and Natural Water Retention Measures.
It will aim to exchange on the practices used by the various Member States, to highlight the multiple benefits of these approaches, and to prepare recommendations on the way of implementing them. They will be presented at a plenary session the following day; this workshop is organized with the support of the European Centre for River Restoration (ECRR) and of the National Agency for Water and Aquatic Environments (ONEMA, France) ; this work will be published later on.
This year, under the Preparatory Process of Europe Region for the 7th World Water Forum in Korea (April 2015), a workshop will also be organized on 12 November in the morning on the issues of the implementation of the European Directives and of transboundary water resources management. This workshop will be the occasion to prepare the papers and messages to be presented at the sessions, which will be organized during the 7th Forum within the European preparatory process.
Our "EUROPE-INBO 2014" meeting is open to all INBO member organizations and observers, and also to the water administrations and organizations, interested in the implementation of the Water Framework Directive, and its “Daughter and related Directives” of the member and candidate countries of the European Union and of all the other countries of Eastern Europe, the Balkans, Caucasus and Central Asia and of the Mediterranean basin.
Registration to the “EUROPE-INBO 2014” conference is free of charge but compulsory.

I would advise you to arrive at Bucharest International Airport on Tuesday, 11 November 2014, from where shuttles will be organized to drive you to your hotel and to the conference venue. If your agenda allows it, you could leave Bucharest on Saturday afternoon, 15 November 2014, or Sunday 16 November.
Our Romanian hosts will take charge of local travels in Bucharest and its region, together with lunches and dinners, from, Wednesday November 12 to Saturday, November 15 lunch time (lunch included).

Unfortunately, INBO cannot support any cost for your international travels and your accommodation in Bucharest.
