This report of the 9th Kovacs Colloquium intends to reflect the general tone, as well as the substantive issues discussed during the Colloquium, and present the conclusions and the
specific recommendations that were drawn from the plenary papers. The discussion and debate at the Colloquium strongly supported these recommendations and also raised further questions and unsolved problems in ongoing hydrological research and water management.
