Harmonization of Environmental and Water Legislation Consultant - PPTCD - Deadline Date: 12 November 2010

BACKGROUND:
In response to requests by ESCWA member countries for activities related to national environmental and water legislation, PPTCD intends to assist member countries with specific advisory services with the prospect of enhancing the national capacities for harmonization of environmental and/or water legislation.
Each advisory service activity is expected to benefit decision-makers (middle to high management staff) from ministries and institutions in member countries government institutions related to environment, water, agriculture, public services, legislation, justice, etc.), who are expected to adopt and incorporate suggested country specific provisions and become familiar with methods for harmonization and development of national environmental and/or water legislation as a tool for medium and long-term development.
RESPONSIBILITIES:
The consultant shall undertake a study on the existing environmental and water legislations and develop recommendations towards the harmonization of the law in the mentioned sectors. He/she is expected to undertake the following tasks:
1- Study the existing environmental and water legislation in selected member countries; laws and bylaws governing all environmental and/or water aspects;
2- Prepare a mapping of all involved stakeholders and institutions at national level including institutional and
legislative overlaps / gaps;
3- Develop a proposal for the harmonization of existing national environmental and/or water legislation based on the outcome of the mapping exercise;
4- Coordinate regularly with the respective ESCWA Regional Advisor and with stakeholders in member countries
(esp. the government institutions related to environment and/or water and other relevant institutions) during
the implementation of the assignment;
5- Prepare a mission report summarizing all tasks, achievements and outcome related to the assignment;
6- The advisory service activity will include an up to three months follow-up period in which the consultant supports the respective contact person/s in the ministry/authority for environment and/or water through backstopping by email and phone on the further development of the proposed activities in the field of environmental and/or water legislation.
REQUIRED QUALIFICATIONS:
Education: An advanced university degree (preferably PhD) in environmental and/or water policy, environmental and/or water law, environmental and/or water science or other relevant and related field.
Experience: A minimum of seven years of practical experience in environmental and/or water policies, environmental and/or water governance, development of national environmental and/or water legislation or related fields, preferably from a country in the region. He/she has the knowledge and proven practical experience in conducting workshops on environmental and/or water legislation.
Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, proficiency in oral and written English is required. Proficiency in oral and written Arabic is highly desirable.
Special Requirement: The consultant should be in the position to undertake travel to ESCWA member countries, inc. occupied Palestinian territories.
