Water and Irrigation Infrastructure Advisor
The U.S. Agency for International Development Mission in Tbilisi, Georgia, is seeking U.S. citizen candidates to assist the Mission with the implementation of its Economic Development Objectives.
Based in Tbilisi, Georgia, the Water and Irrigation Infrastructure Advisor will be responsible for development, management, monitoring and evaluation of an expanded range of community, business and government assistance as part of economic growth-related infrastructure programs undertaken by USAID in Georgia. This includes irrigation, water supply and sanitation related infrastructure, and will primarily target rural populations.
Specific duties include:
- Participate in identification, prioritization, design, evaluation and management of a variety of irrigation, water, and sanitation related projects and manage formulation of activities to catalyze their implementation. Areas of assistance in addition to infrastructure development could include human capacity (both private sector and governmental), and the regulatory environment.
- Liaise with high level government officials including at the governor and minister level and work to build consensus on technical programs and approaches
- Maintain detailed knowledge about economic growth programs, economic developments, and other donor activities.
- Actively develop economic growth staff capacity and collaboration with other Mission offices.
This is a senior-level position in a high-profile foreign assistance program that requires extensive knowledge, experience, maturity, and an ability to function in a complex, highly demanding, and often uncertain environment.
The ideal candidate will have extensive experience in the field of irrigation, water, and sanitation issues, including the role of water user association in a developing country context. A minimum of ten years of highly related experience, at least five of which was spent in a developing country context, is required.
