Water and Environmental Development Organization (NGO Registration Number BL-428-EN) / Friends of the Earth Middle East (FoEME), together with consortium partners, the Stockholm International Water Institute (SIWI) and Global Nature Fund (GNF), have been awarded a grant by the European Union's Sustainable Integrated Water Management (SWIM) Programme, and intend to apply part of these funds to make payment under contract to undertake the development and publication of a NGO master plan for the Lower Jordan River basin.
Services Required
The objective of the assignment is to create a regional, integrated, independent, NGO master plan for the Lower Jordan River Valley from the Sea of Galilee to the Dead Sea, encompassing relevant Jordanian, Palestinian and Israeli territories, based on national plans to be developed as part of the assignment or where plans are in existence to be adapted. The publication of the NGO master plan aims to create a proposed planning, policy and implementation framework by:
- Update environmental, ecosystem, social, economic including land use information through desktop and field research
- Analyze environmental, ecosystem, social, economic including land use information data
- Propose rehabilitation, governance and management scenarios leading to proposals for improved mainstreaming between environmental, ecosystems, social, economic and land use into planning and management processes on national and regional levels.
The multidisciplinary study is expected to take 18 months
WEDO/FoEME and its consortium partners invite eligible local, regional and international firms and/or an associate of consultants to express their interest in providing these services. Interested consultants should provide information indicating that they are qualified to perform the required services (by brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc).
Eligibility criteria to participate in the EoI:
The consultant must have a head or branch office in the ENPI cooperation with Mediterranean countries region (www.enpi-info.eu) and present with the EoI the usual proof of nationality under their national legislation to be considered eligible to participate in the EoI.
Each Respondent is solely responsible for all costs incurred in preparing an EoI response. All information contained in this EoI has been included for illustrative and indicative purposes only to assist firms in making their own determination. WEDO/FoEME reserves the right to accept or reject any EoI, and to cancel the EoI process and reject all EoIs at any time prior to selection, without thereby incurring any liability to bidders or any obligation to inform bidders of the grounds for the WEDO/FoEME action.
Consultants will be selected in accordance with the criteria set out below. A maximum of eight consultants or associate of consultants may be invited to submit a detailed proposal in a second stage evaluation.
Expression of interest and relevant attachments must be submitted in English and should be hand delivered in a sealed envelop to the below address no later than 12:00 noon Jordan local time May 31, 2012. The outer envelope must bear words " FoEME Master Plan: A Vision for the Lower Jordan River", the full name and address of the consultant and the words "Not to be opened before the opening session."
Late submissions or submissions to other FoEME offices will not be accepted.
