Euro-Mediterranean Information System on know-how in the Water sector - Water Monitoring (JP)

Water monitroing network working group of the Phase II of the Med Joint
 Process between the EUWI and the Water Framework Directive.

In 2005 EMWIS conducted a survey on the value of some concepts of the
 European Union (EU) Water Framework Directive (WFD) for Mediterranean
 partner countries (MPC). Water Directors as well as basin organisations were
 surveyed. The two first concepts of interest are the characterization of
 basins and the monitoring activities. This underlines strong willingness and
 needs in terms of acquiring a better knowledge on river basins within
 MPC. That preliminary step is crucial before ongoing the works of
 planning. Generally, this survey shows a lack of awareness on WFD by MPC,
 but also a strong interest on the follow up of its implementation in EU
 Member States.

At the Euro-Med Water Directors meeting held in Athens in November 2006,
 countries expressed an interest to launch a working group on ‘Water
 Monitoring’ in the framework of the JP phase II. EMWIS has the leadership of
 this working group.

The specific objectives, work plan, timetable, membership etc. are under
 development.
Compliance Advisor Ombudsman (2008). Participatory water monitoring : a guide for preventing and managing conflict. (Advisory note).
This advisory note, based in part on the CAO’s experience in Peru to resolve issues surrounding the Yanacocha gold mine, provides hands-on guidance for implementing successful participatory water monitoring programmes. It gives examples of practical models to achieve participation in different environmental, financial and governance contexts. The guide opens in chapter 1 with a discussion of the need for participatory
monitoring. Chapters 2-5 describe the four components of an effective participatory monitoring programme:

* initiating the monitoring program;
* creating meaningful participation, effective governance, and transparent financing;
* creating credible information;
* evaluating the process and results.

Three appendices present: summaries of eight participatory monitoring programmes surveyed to provide background for this guide; sampling methods and procedures; and a list of additional resources.
