This brief working paper aims to fill the current knowledge gaps on water demand management by providing an operational definition of WDM; suggesting a set of primary and secondary criteria for assessing WDM effectiveness; and by suggesting that notions of social innovation and political economy could be helpful in addressing the current challenges of WDM. The working paper constitutes the first of an ongoing and expanding research series on WDM which adds to the body of knowledge on WDM in the MENA region and contributes to setting the stage for the next phase of WDM research. The other three papers of the series focus on the issues of institutional structures and reforms, gender, and equity.
