This working paper is part of WaDImena 's four Research Series on Water Demand Management, and aims to identify the institutional characteristics necessary for more effective WDM implementation. Exogenous and endogenous factors that may influence an institution’s structure and mandate are identified and considered for their ability to adapt to and implement a WDM agenda. The paper also describes the state of South African WDM to highlight practical lessons that may be applicable -directly or indirectly, in the short- or long-term- to MENA countries as possible exemplars for MENA WDM efforts, twelve lessons were identified. The WDM Research Series aims to set the stage for the next phase of the WDM research by providing timely and accessible research in this area. While the focus is on the applications and implications of WDM in the MENA region, much of the theory and insights could be readily adapted in other geographic and socio-economic contexts.
