The Participatory Workshops of Environment and Security issues in the Southern Mediterranean Region is an extra-budgetary (ExB) project of the OSCE that will facilitate a process whereby key public decision-makers are able to motivate action to advance and protect peace and the environment at the same time. The workshops will identify the environmental issues that may have an impact on security, as well as the environmental implications of security policies, and will map them in an easily understandable format. Through the participatory process, priorities will be set and a programme of work will be developed.

The workshops will focus on the Southern Mediterranean region, but will include environmental and security aspects relating to the Northern Mediterranean and adjacent regions.

A contractor will be selected following OSCE procedures for tenders. The work of the contractor will encompass the facilitation of the participatory workshops and the regional consultations as well as the preparation of a draft report.

     
Tasks and Responsibilities    
     
   

The OSCE intends to create a pool of experts from which the OSCE and the contractor facilitating the Participatory Workshops of Environment and Security Issues in the Southern Mediterranean Region will be able to hire expertise. More specifically, the selected expert(s) will perform the following duties:

  • Researching the historical, present and future environmental security issues in the Southern Mediterranean Region, including interregional and intra-regional relations;
  • Providing the OSCE/contractor with a list of priority issues and areas where the OSCE could have most impact and identifying the main stakeholders that should participate in the workshops;
  • Participating in the workshops and facilitating discussions by delivering presentations, fostering debate and, where necessary or as set out in the agenda, leading the conversation and discussions of the participants;
  • Participating in the preparatory and post-workshop meetings of organizers and contributing to the final workshop report.
     
Necessary Qualifications    
     
   
  • University degree in economic and/or environmental studies, security issues or related field;
  • A minimum of seven years of relevant professional experience;
  • Experience in security-related environmental issues in the Southern Mediterranean Region;
  • Analytical skills and experience in performing research;
  • Familiarity and proven experience of similar activities in economic and environmental institutions;
  • Negotiation and interpersonal skills;
  • Professional fluency in English and/or French, with excellent communication and drafting skills; knowledge of other OSCE working languages would be an asset;
  • Computer literate;
  • Ability to work under pressure and meet deadlines;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
     
Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
