The Euro-Mediterranean Information System on Know-how in the Water Sector, EMWIS (SEMIDE, in French - see www.emwis.net for further details) is an initiative of the Euro-Mediterranean Partnership initiated by a Ministerial conference on fresh water in 1996. EMWIS provides a strategic tool for exchanging information and knowledge in the water sector between and within the 43 Euro Mediterranean countries of the Union for the Mediterranean. The information is made available by "a National Focal Point" (NFP) in each country and by a central "Technical Unit", operational since November 1999. Today 22 National Focal Points (NFPs) have been nominated by the national water authorities of their country. EMWIS Steering Committee is composed of the water directors from 13 countries around the Mediterranean Sea. EMWIS Technical Unit (UT-SEMIDE) is based in South-East of France, it is a non profit European Economic Interest Group.

Dissemination of information and results on research activities is among its priorities, together with training, data management, documentation and institutional organisation. EMWIS works closely with the European Commission and the European Environment Agency in particular for information and data management (SEIS, WISE, INSPIRE). It has collaborated with the European Space Agency and remote sensing centres in Mediterranean countries as well in building capacities for water managers in the Mediterranean in terms of using earth observation technology, and it collaborated as well with the European Environmental Agency on promoting the concept of water accounts at the river basin level. In addition, EMWIS has been working on promoting EU Water framework directive principles in the Mediterranean Partner countries, closely with the EU Water Initiative (Mediterranean Component) through coordinating and contributing to working groups on different topics: water scarcity & drought, water quality monitoring, wastewater reuse, etc. In the framework of the Union for the Mediterranean, EMWIS is developing the Mediterranean Water Knowledge Platform to support the effective implementation if Integrated Water Resources Management in the region with all the stakeholders. EMWIS acts also as dissemination manager for various EU Research and Innovation projects.

The EMWIS Technical Unit is a multicultural small team (4 permanent persons) that supports the operation of the network and the implementation of its projects.

Job description and qualification

Academic profile: University degree (at least a MSc) in environmental sciences or communication with a specialization on environment/water sector

Professional experience: Minimum 3 years of professional experience in communication for the environment sector. Specific experience in the inland water sector in EU or in South Mediterranean countries would be considered an additional asset.

Geographical experience: Some working experience in developing countries, and particular in Mediterranean partner countries, would be highly desirable.

Language knowledge:

  • Fluency in English and French is mandatory (working language of the EMWIS Technical Unit)
  • Good knowledge of Arabic would be an asset

Working environment:

  • Web technologies: multilingual web portal (Joomla and NAYAA)
  • HTML editor for publication e-news flash (e.g. Ms-Front page)
  • Social media: Facebook, Linked’in, Twitter
  • MS-Office suite
  • Ms-Outlook

 

Specific responsibilities:

  • Collecting information, developing content and updating EMWIS web portal (www.emwis.net)
  • Managing the EMWIS e-news flash sent every 2 months (more than 23 000 subscribers): subscription, content preparation, validation and sending
  • Responding to external requests for information
  • Presenting EMWIS during various events
  • Design and animation of specific projects websites
  • Liaison with EMWIS National Focal Points
  • Networking with the Euro Mediterranean water community and media
  • Coordination of working groups
  • Preparation of synthesis and position papers,
  • Reporting to the coordinator of EMWIS TU,
  • Managing dissemination activities for EU funded projects
  • Preparation of projects proposals and fund raising activities,
  • Managing subcontractors (designers, web-development..)

 

General conditions

Annual gross salary: 30.000 to 35.000 EUR (according to experience)

Contract duration: 1 year (including a trial period of 3 months)
