Project Preparation of Environmental Master Plan for the Nahar-Al-Kabir River in Lebanon and Syria

- The Nahr-Al-Kabir River traces the northern border of Lebanon delimiting Syria, and flows into the Mediterranean Sea. After decades of neglect, the Al-Kabir River has become highly contaminated and is rapidly becoming a hazardous threat  to local villagers, as well as to riverine and coastal ecosystems. Moreover, the river constitutes a potential violation to the “ Barcelona Convention Protocol for the Protection of the Mediterranean Sea against Pollution from Land –Based Sources”, and namely to provisions relating to pollution discharges from land-based sources indirectly through rivers, canals or other watercourses.

Objectives - The project aims at introducing an integrated and transboundary catchment management system in the participating countries by:

•    building relevant expertise
•    developing an Environmental Master Plan and database
•    developing a feasibility study
•    defining a monitoring strategy for the implementation of the plan within the set time frame
Results - The overall objective is to prepare an Environmental Master Plan and a Short-to-Medium Term Action Plan for the Nahr-Al-Kabir River that would help the authorities in Lebanon and Syria secure a better quality of life and a sustainable watershed management.

* To achieve this objective, three operational directions are taken into consideration:

  • Setting and enhancing the regulatory and monitoring systems.
  • Institutional strengthening and capacity building.
  • Helping authorities in improving their technical and financial benefits.
